Professional Experience

Before joining 1812 Strategies, Sam served as a Government Affairs Analyst at K&L Gates LLP, where he advised Fortune 500 companies, nonprofits, and emerging technology firms on policy matters before Congress and the Pennsylvania General Assembly. Prior to K&L Gates, Sam was the co-founder and partner of Commonwealth Consulting Partners, a Pittsburgh-based government relations firm focused on grant procurement, education policy, and innovation-driven industries. He also served as Campaign Manager for Congressman Keith Rothfus’ re-election campaign and as Chief of Staff to Pennsylvania State Representative Eli Evankovich, where he helped drive legislation to strengthen Pennsylvania’s manufacturing base and energy economy.

Earlier in his career, Sam held positions in the U.S. Senate and in the U.S. House of Representatives. He has played a key role in developing advocacy strategies around emerging technologies, economic development, workforce development, and manufacturing. Sam’s broad base of experience across political, legislative, and policy settings provides clients with insight-driven and results-oriented guidance.
